Japan's Koshi Kazuhiro won the bronze.
Shea led the field during the first three heats of competition completing his clean sweep in front of a crowd filled with friends and relatives.
"My grandfather is here somewhere down at the bottom. My dad's here. My mom's here. I've got all my cousins over there. All my friends. I got everybody here. Its really great," Shea said
Soule was in third place after Saturday's competition but came back during the third heat to move into the silver position.
"It's a track where just about anything can happen. I just tried to make the best of my two heats today and as you can see people drop and people stepped up," Soule said.
