After a successful inaugural year, the Goodwill Games again presented the Junior Goodwill Games, a free national grassroots sports program for kids ages 8-13. The program is just one way the Goodwill Games strive to encourage children to get involved in sports.

The Junior Goodwill Games involve three sports: track and field, swimming, and basketball. The track and field portion includes three events: a 50-yard dash, a standing broad jump and an "extreme" discus. Swimming participants will compete in a 25-yard sprint and basketball is an individual shooting competition.

Local competitions began May 8, 1999, across the U.S. In total, more than 1,500 local competitions were scheduled. Winners from the local competitions advanced to a sectional competition at one of approximately 50 locations. The top scorers from each sectional were regionally and nationally ranked, and the top 72 performers advanced to the Junior Goodwill Games National finals in Atlanta, August 5-8, 1999.

The finals were held on the Georgia Tech campus, where 72 kids participated in fierce, but friendly, competition and managed to sneak in a little bit of sightseeing around Atlanta. Upon arriving in Atlanta, the finalists and their families were greeted with a pizza party hosted by Papa John's. The action began immediately the next morning with the track and field finals, which were followed that afternoon by the basketball competition. The excitement continued with a tour of the CNN studios and a trip to Turner Field to watch the Atlanta Braves play the San Francisco Giants.

The swimmers were put to the test the following day at the Georgia Tech natatorium, the site of the swimming events in the 1996 Olympic Summer Games. After a stop at the World of Coca-Cola, the finalists concluded their stay with an awards ceremony dinner at the All Star Café. Gold, silver and bronze medals were awarded to the winners in a manner fit for champions.
